RR07-17: U.S. rental housing policy is primarily aimed at relieving the housing cost burdens of a fraction of low-income Americans for as long as they remain income-eligible to receive assistance. To a lesser but still important degree, rental housing policy has also been used as a means to help revitalize distressed communities. Rental housing programs were mostly not intended to help people become more self-sufficient.
