How Communities Layer Resources to Prevent Homelessness: Insights from Detroit and the Bay Area

Many cities across the country started or expanded eviction prevention programs during the pandemic, offering resources such as legal support and emergency rental assistance to help people stay housed. In communities where these resources remain, or where they have evolved into more targeted homelessness prevention programs, they continue to be some of the most valuable tools available to help people avoid losing their housing. Understanding the continuum of support and how resources can work together is critical—especially in resource constrained environments.
