In recent decades, many places—including Singapore, Hong Kong, and mainland China—have funded infrastructure investments by selling or leasing land to private investors. Meyer Fellow and PhD candidate Lingxuan Sean Wu will discuss his research, which examines these efforts (and similar policies used in the United States in the 19th century), uses the history to develop a model of land finance and investment-led growth, and proposes approaches that might result in more effective and efficient policies for land finance and infrastructure investment.
