Kris Freed and Thomas Wong of the Los Angeles Homeless Services Authority and Meghan Smith of the New York City Department of Homeless Services will share insights from these programs, which lease privately owned units and sublease them at a subsidized rate to people experiencing homelessness or at risk of becoming homeless.
