William Apgar

William (Bill) Apgar was a Senior Scholar at the Center and a Lecturer in Public Policy at Harvard’s Kennedy School of Government where he taught courses on urban policy. He holds expertise in housing, community and economic development, as well as housing finance and capital markets. From 1997 to 2001, Apgar was the Assistant Secretary of Housing at HUD, where he oversaw the operation of the Federal Housing Administration (FHA) and co-chaired the joint HUD-Treasury Task Force on Predatory Lending. He is a graduate of Williams College and holds a Ph.D. in economics from Harvard.
